Set a time on Workflow Actions

Give the ability to set a time of day to send a workflow email or for a workflow task to be due.
Depending on the timezone of the ET user they can be sent out in the middle of the night.

One would think that the workflow rules would run some multiple of 24 hours from the start time but seems like it just looks at the day and no time. It would be really nice to have this run during business hours, at a set time per account/user or at least at the current time on a future day.
